Statement on CREST The Frederick Center for Research and Excellence in Science and Technology (CREST) is a Maryland-approved Regional Higher Education Center. Its mission is to provide a Science, Technology, Engineering & Mathematics (STEM)-based research and education hub in Frederick that enhances access to graduate degree and graduate certificate programs to meet the workforce and economic development needs of regional employers and facilities research collaborations between Frederick companies and Maryland universities. Essential Functions and Responsibilities
In partnership with the CREST Board, serve as the lead spokesperson, as well as serve as the primary point of contact with MHEC, educational partners, Frederick stakeholders and donors.
Ensure CREST sustainability and success by maintaining close, collaborative relationships with CREST Board, universities offering programs, Frederick City and Frederick County government, State of Maryland government, MHEC, Frederick Chamber of Commerce, Frederick businesses, federal laboratories, local schools and universities, and other Regional Higher Education Centers.
In collaboration with stakeholders, develop successful graduate programs and research collaborations for CREST and overseeing ongoing programs.
Develop goals, milestones and success measures annually.
Work with the staff, students and educational partners to strategize and problem-solve, as needed, to ensure that CREST supports and services are as effective as possible
Manage program budgets and help to identify appropriate goals, objectives, and activities while ensuring the financial sustainability of the program.
Direct and supervise efforts of program staff and subcontractors, ensuring that program objectives are achieved and all contract and grant requirements are met.
Masters and/or PhD preferred with 8-20+ years’ experience in higher education preferred.
Knowledge, Skills, and Abilities
A deep understanding of and/or experience with higher education, including a working knowledge of current trends in the development and implementation of programs and pathways
An understanding of the policy, programmatic, and funding structures, at both the state and federal level, which govern graduate education and research.
Knowledge of and/or experience in the workings of state education agencies (including their typical organization, operations, funding and staffing), as well as an understanding and appreciation of the unique challenges of leading and managing Maryland state agencies.
Experience leading and managing large programs or initiatives, including experience in overall project management, budgeting, staffing, partner and contractor relations, and program evaluation.
Experience in leading the development and execution of major funding proposals.
Demonstrated ability to communicate effectively and clearly (orally and in writing)
Experience in transforming ideas into specific deliverable results and responding as needed to the results of program evaluations.
