Staff Liaison: Frederick Nonprofit Alliance, Public Policy Committee

Rick is President & CEO of the Chamber, where he provides vision and strategic direction for the organization. Reporting to the Chamber's Board of Directors, he collaborates with economic development partners, educational partners, elected officials and major employers to build the brand and reputation of Frederick County's diverse business community.  Rick was twice-elected to represent Frederick/Washington County in the Maryland General Assembly, served as a County Commissioner and also has a background in municipal administration. in 2021 he was named as the Maryland Chamber Executive of the Year by the Maryland Association of Chamber of Commerce Executives. Rick lives in Brunswick with his wife Amy.

Kimberley Levine
Chief Financial Officer, Executive Director - Leadership Frederick County

Kimberley is the Chief Financial Officer for the Chamber. She maintains the Chamber’s financial records and works behind the scenes with our members. She also provides support for Chamber events programs, and membership retention. In 2024, she took over as the Executive Director for Leadership Frederick County. Kimberley, a proud graduate of the Leadership Frederick County Class of 2022, is actively involved in various leadership roles in the community. She serves as a board member of Heartly House and also contributes to the Frederick County Workforce Development Board. Kimberley loves to travel and spend time with her husband, children, and granddaughters.

Director of Marketing & Communications

Staff Liaison: Generation Connect, Women in Business
Shelby Maly is the Chamber's Director of Marketing and Communications. In her role, she develops and implements an integrated strategic marketing and communications plan to advance the Chamber's brand identity; broadens awareness of its programs and priorities; and increases the visibility of its mission and programs across key stakeholder audiences. Shelby holds a BS in Sports Marketing and MA in College Student Development and Administration from Shepherd University. She currently serves on the Mental Health Association of Frederick County's Catoctin Affair Committee, and is a proud member of the Leadership Frederick County Class of 2024. Shelby also enjoys cheering on the Baltimore Orioles and volunteering in her hometown of Emmitsburg.

Member Benefits Manager

Staff Liaison: Generation Connect, Ambassadors

Madelyn is the Member Benefits Manager for the Chamber. In this position, she serves as members' main point of contact and provides vital support. She also manages the Chamber's Ambassador Program and Ribbon Cuttings. Maddy is a graduate of Hood College where she received her Bachelor’s Degree in English as well as an intermediate certificate in French. Maddy played ice hockey for eight years and now in her free time, she enjoys reading and being outside.

Staff Liaison: Women in Business, Veteran Success

Casey is the Marketing & Communications Specialist for the Chamber. In her role, she is responsible for all of our social media platforms as well as other digital content including email newsletters, online articles, multi-platform campaigns and website management. Casey grew up in Frederick and holds a BA in History and Philosophy from the University of Toronto. In her free time, she enjoys puzzles and spending time outside hiking.  ​

Abby is the Events Coordinator for the Chamber, where she designs and executes dynamic and engaging events for all members. A graduate of SUNY Morrisville and a longtime Frederick resident, Abby is passionate about fostering community connections. When she's not planning events, she enjoys hiking in the woods with her loyal corgi, Ryder.
